Have you got an operator?
The building is designed to be a flexible space for multiple tenants. The Council will use the top floor for a new town centre library. The ground and first floors will be available for commercial uses such as food and drink or family entertainment. Marketing will commence once the internal spaces are finished and easier to visualise, likely by late summer.

When will marketing of the building start?
Formal marketing will start once the building is watertight (late summer), giving potential tenants a clear view of the space and its opportunities.
What type of uses will there be in the new building?
The Lookout will bring together great food and drink, a modern library and flexible space for family entertainment. While the exact entertainment offer will be confirmed by the future operator, the venue has been designed to support a wide range of innovative activities, including augmented‑reality (AR) competitive socialising. This could feature interactive experiences such as AR shuffleboard, digital darts, and other games that blend physical activity with virtual content. A dynamic events programme will further help establish The Lookout as a key town‑centre destination.
What is happening to the library in Redcar and Cleveland House?
The library services currently based in Redcar and Cleveland House will move to The Lookout. The existing library space in Redcar and Cleveland House will then be returned to office use.
Why are you developing The Lookout Building?
The Lookout will bring new family activities and cultural space into the heart of Redcar, helping draw more people into the town centre throughout the year. By increasing footfall and offering high‑quality indoor attractions, it will strengthen Redcar’s visitor economy and encourage people to spend more time and money locally. This boost in activity will support nearby shops, cafés and businesses, helping to revitalise the High Street and Esplanade.
When will the building open?
Construction is scheduled for completion in March 2027, with operator fit‑out and opening afterwards.
Why is the library moving to The Lookout?
The library is moving to The Lookout to provide a modern, fully accessible facility for the whole community. The existing building does not offer the space or flexibility required to deliver the enhanced library services planned.
Will there be parking and accessible parking at the new building?
Yes, two dedicated accessible parking spaces will be provided directly in front of the building on the Esplanade side, alongside the existing accessible spaces already available along the Esplanade. Additional parking will be available at existing town centre car parks.

What is happening to the Samuel Plimsoll Blue Plaque?
The Samuel Plimsoll Blue Plaque, previously located on the former Marks & Spencer building, has been safely removed and stored. It will be relocated either to the new High Street public space or to The Lookout building.
What is happening on site now?
As of January 2026, the steel frame for the building is now being erected, and work is underway on constructing the concrete floors.
