Special Guardianship and Child Arrangement Orders are legal arrangements which allow children, who might otherwise be in care, to live with family or friends. There are around 300 such families in Redcar & Cleveland who are eligible to receive weekly financial support from the Council.
The council is proposing to update the financial support arrangements for these families, this consultation seeks views on some proposed changes.
The proposal has four aims:
To ensure all people who care for care-experienced children and young people are appropriately supported financially:
To ensure all people who care for care-experienced children and young people are receiving the full amount of benefits from Government to which they are entitled;
To ensure a fair and equitable approach to financial support for all people who care for care-experienced children and young people.
To ensure that we are following national guidance in how benefits and allowances are paid.
Special Guardians and people with a Child Arrangement Order who do not claim Universal Credit or Pension Credit you will not be affected.
Some families receiving a Special Guardianship Order (SGO) allowance or Child Arrangements Order (CAO) allowance will not be affected by these proposals.
Some may not be claiming all the benefits to which they are entitled and our Welfare Rights team can help you do this.
Some families receiving a Special Guardianship Order (SGO) allowance or Child Arrangements Order (CAO) allowance may receive less money under the new proposals, but we would have a transition fund available to help support families in the greatest need through the changes.
The survey is quick and easy and will help us understand how you feel about our proposals. We welcome the views of Special Guardians or Child Arrangement Order families and any residents of Redcar & Cleveland.
